Register the three Harpe packages for the developer preview:
harpe-caps(pure): capability interfaces for sandboxed agent programs.harpe(python): the agent framework with compile-time sandboxing.harpe-testing-python(python): a standalone test framework with assertions, suites, and a runner.All three registrations use the
harpenamespace, the existing TypeScope owner contact, andtypescope/harpeas the source and publication repository.Validation: the registry's registration validator passed, including public repository access and author authorization.
