fix(dtc): show the trouble-code alert as a pop-up - #239

Default channel importance only listed it in the notification shade. The new channel dtc_alerts has high importance; a channel's importance cannot be changed once created on a device, hence the new id.
A pop-up shows only the collapsed line, and "code · module" was cut mid-text.
The collapsed line now lists up to 3 codes alone ("P0120-14, P0100 +27");
the expanded notification keeps one line per code with its module.
