ci: Fold Web CI into the Deploy Web build job - #804

Typecheck, the e2e ast-grep lint and the readability check now run as PR-only steps in Deploy Web's build job, reusing its checkout and npm ci. Deploy Web already builds the site, so Web CI's build was a duplicate.
