Fix broken presentation and meeting links, index the newly merged SC and AI/Scientific Computing notes, and update contribution routing to the active Working Group and specification repository. Preserve historical filenames and the AI SIG redirect.
Add contribution and meeting templates, visible maintainer-team CODEOWNERS, an issue form and a documentation workflow with a pinned checkout action and read-only token. Complete meeting-publication guidance and distinguish historical 2025 goals from current commitments. The link checker covers local Markdown/RST file targets; external URLs and section anchors still require review.
Validation: local-link scan passes across the repository; regression tests cover relative/root paths, encoded filenames, missing targets, case mismatches and directory escapes; diff whitespace check passes. Licensing and SIG retirement decisions are unchanged.
