release: v0.2.0 notes + version bump - #24

A minor bump rather than the usual patch: the chrome was rebuilt as a docked app shell, the world itself (border, water limit, caves) became map layers, and the network finder is a new planning tool -- alongside the conveyor item-state load fix from #22. Version bump to 0.2.0 (
tauri.conf.json,tauri/Cargo.toml,Cargo.lock) plus the user-facing release notes.tools/release.pyrefuses to build unless HEAD isorigin/mainwith a clean tree, so this needs to land before the release can be cut. Next step after merge:
py tools/release.py --notes docs/release-notes-0.2.0.md, which builds the signed bundles and opens a draft release for testing. Publishing stays manual.
