Create obstacle (?) type message for vision and lidar obstacle detection containing info on type and distance.
Note we should not have separate zones in message, this should be up to the behaviour node to define the safety zones.
This will be used in #78 to regulate vehicle velocity if we have an obstacle and if we are going to collide with anything.
