feat(jev): integrate TypeSafe classifier - #1448

Expose pi-ai's TypeSafe classifier as an optional Agent tool with explicit settings opt-in. Keep the API key in Host secure storage and document its data flow and acceptance scenario.
Exercise the settings secret lifecycle, Agent-only session key injection, runtime tool discovery, and TypeSafe request handling with local fixtures. Keep the release gate reproducible without calling a real provider.
Reuse the shared password visibility strings under the config sync catalog namespace so the settings view resolves them in every locale.
