新增 Creem（Merchant of Record，代收各国销售税/增值税）支付服务商。 - 余额充值金额不固定：管理员在 Creem 配置一个一次性、含税价商品，每笔订单用 custom_price 按订单金额覆盖单价并创建 checkout，用户跳转到 Creem 托管收银台付款。 通过 checkout.completed Webhook（Standard Webhooks 与旧版 creem-signature 签名） 或主动查单入账。 - 下单时校验商品：启用中、一次性、含税价、币种与实例一致（USD/EUR，默认 USD）。 - 退款仅支持全额。Creem 退款接口总是先返回 pending，发起后会短暂复查交易状态， 已退完即直接完成；否则进入 REFUND_PENDING，由管理员「查询退款结果」（QueryRefund）收敛。 重试时识别已退款的交易，不会重复退款。 - 过期后付款自动退回：Creem 无法作废 checkout，订单过期超过宽限期后仍可付款； 新增可选接口 payment.LatePaymentRefunder（仅 Creem 实现），此类付款自动全额退回， 不再出现扣款却不入账。其他服务商行为不变。 - 管理后台配置、支付方式按钮、中英文文案、server-timing 归类与支付文档。 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Brings Creem payment support into this fork's
main. The branch is based on upstreammain, so it applies on top of the upstream sync from #2.It supersedes #1, which was written against the old fork base, before the upstream sync.
