chore: add gh and the Claude Code extension to the devcontainer - #23

The GitHub CLI is what opens pull requests from inside the container, and the extension is how the agent runs in the IDE there. Both are development environment only — nothing in the app or the build depends on either. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>

ghin the image, which is what opens pull requests from inside the container.Anthropic.claude-codein the devcontainer extension list.devcontainer.json, which an editor had stripped.Heads-up: CI will fail here until devkitPro is reachable
pr.ymlrebuilds the image from scratch whenever a PR touchesdocker/*Dockerfile, rather than pulling the published one — deliberately, so a PR changing the image definition can't silently test against the old toolchain.A scratch build runs
dkp-pacman -Sy, andpkg.devkitpro.orgis currently behind a Cloudflare block returning HTTP 403 ondkp-linux.db/dkp-libs.db. Reproducible outside CI:Nothing in this PR causes that — it just takes the code path that reaches for it. Re-run the Build job once devkitPro's mirror is serving again.
Split out of #22 for exactly this reason: that PR carries the app changes and shouldn't be blocked on a third-party outage.
