Code Quality: Continue Typescript upgrades

1. Update react-hook-form from v6 to v7 - improves typing, performance
2. Refactor lots of code to use optional chaining
3. Build an assert function that also applies a type assertion
4. Upgrade to Typescript 7.1 when possible, drop Typescript 6 support, currently needed for eslint, cypress
