ability to list indexes from the offline cache

Solution

• start with offline index list to grab X amount of records from a cached index
• add optional parameters starting with --cve

The end goal here would be for local data analysis and such. I often am asking questions of our data and have to write a python script or something, but if we could sync indices locally "offline" and then query them like so, that would be great.
