feat(nl): small Dutch locale improvements

Three small, independent additions to the Dutch (nl) locale, one commit each. Each brings Dutch closer to what English already supports.

1. t/m and tot en met as range connectors

"t/m" and "tot en met" (up to and including) are the usual Dutch way to write an inclusive date range. Until now only tot and - joined two dates into a range.

  • NLMergeDateRangeRefiner: 10 augustus t/m 12 september
  • NLMonthNameMiddleEndianParser: 10 t/m 22 augustus 2012

2. gister as yesterday

"gister" is the common short form of "gisteren", in the same way as "morgend" next to "morgen", which the casual parser already accepts.

3. kwartaal / kwartalen as a time unit

English has quarter / quarters in its time unit dictionary. With the Dutch words added, volgend kwartaal, afgelopen kwartaal and over 2 kwartalen are recognised by the existing relative and "later" parsers.

Tests

Each commit adds test cases to the existing test blocks of the Dutch test files, in the same form as the cases around them. All new cases fail on 2.10.3. The full suite passes (TZ=UTC npm test: 158 suites, 753 tests).

Adds "kwartaal" / "kwartalen" (quarter / quarters) to the Dutch time
unit dictionary, as English already has "quarter", so "volgend
kwartaal" and "over 2 kwartalen" are recognised.
