build: migrate from npm to pnpm - #13

pnpm links packages from one shared store, so a new worktree installs without copying every package. Follows wazootech/wazoo-console#114. - Convert package-lock.json with `pnpm import`; all 125 resolved versions kept. - Pin pnpm 12.11.2 via packageManager; exempt @jsr/wazoo__* from the release-age delay. - CI installs with `pnpm install --frozen-lockfile` and caches the pnpm store. Rollout of the pnpm migration piloted in wazootech/wazoo-console#114. wazoo-console, wazoo-api and worlds-api are migrated, and their deploys passed on

No dependency here has an install script.pnpm/action-setup@v6, addedcache: pnpm, and replacednpm ci || npm installwithpnpm install --frozen-lockfile. The old fallback quietly ran a normal install whenever the lockfile drifted frompackage.json; now that fails CI.npm install -g @wazoo/cli. That line tells users how to install the published CLI, so the package manager this repo uses doesn't change it.Verified locally
