ci: overlap the Dylint job's webview package install with setup - #376

The Dylint job is the PR critical path, and it ran apt (22-46 s) and then setup-soldr (35-42 s) back to back, though neither needs the other. The install now starts in the background as the first step and a wait step before the lint step prints its log and propagates its status (recorded even under the step shell's -e, so a failed install fails fast instead of waiting out the timeout).
