docs(f017): define A2A surface unification feature and plan - #84

Why: operator decided to unify the model-facing A2A surface to post_message/cross_post_message, keep custody as a typed optional union, and let SOP/skill define handoff direction while harness validates. F017 is an independent feature; it does not change F016a and does not absorb F016b/F016c.
