docs(f017): expand scope to full A2A with cross-thread custody - #85

Why: operator clarified that codeteam_cross_post_message is not message-only; F017 must solve A2A end to end, including cross-thread custody/handoff and return/recovery. The cross-thread ADR message-only conclusion is now historical input, not the final boundary. F016a stays closed; F016b/F016c remain independent.
