Release notes

This updates the ubisys Dimmer D1 to v2.7.1 (Stack 4.7.0).

Changes

• Refine the transient behavior when an On, Off or Toggle command is received during a level transition, avoiding abrupt or unnatural output changes
• Rework the Electrical Measurement and Metering cluster implementations for improved accuracy and specification conformance
• Add support for the multiplier and divisor attributes in the Electrical Measurement cluster, so reported values can be scaled to the correct units
• Handle reportable attributes whose current value is invalid or unavailable when an attribute report is generated
• Other bug fixes and improvements
