Commits the review devlog for the ztest CI trust model: the end-goal reconstruction, the
tag:cifinding (machines deploy identity — per-repo OIDC federation makes reuse impossible, and its rights make it dangerous), the Model A (Actions-over-tailnet) vs Model B (in-cluster via Argo Events) analysis, the convergence on federated Model A (tag:ztest-runner, no stored credential), and the open items that survived it: namespace-scopingztest-remote,cancel-in-progressteardown, and the protected-environment gate. The workflow this design produced shipped in zingolabs/zaino#1265 with no in-repo record of the trust model (raised there: zingolabs/zaino#1265 (comment)). The public trace is spread across #9's comment thread and machines#15/#16. This entry is the fullest single record of the reasoning; committing it makes the model recoverable from the repo.
