Make the published Collective date/progress and material receipt fix available in live discovery. This adds only @clowder-ai/collective-connector@0.1.0-alpha.15 to catalog/catalog.json (+17/-0); every previous live version and every other plugin object remains unchanged. It does not activate the unrelated #118 cohort.

Source #142 merged a388fbe94b06ac304046d848e6c11286c1f1eb50; reviewed implementation 9165dc24d0af0c3791c175cb45de193c5530f09b is byte-identical. Validation: pinned catalog/history/closure tests60/60 pass. Existing catalog validators verify the selected current identity against real registry metadata and tarball1/1, validate the full live schema/initial selection, and preserve all old rows plus unrelated plugin objects. /tmp/f290-alpha15-scoped-catalog-{check,unit}.log and /tmp/f290-alpha15-official/identity.json hold the results. Client/source/SDK/package bytes are unchanged by this PR.

The main publication run40488261179 passed Typecheck + Conformance and published Collective15; its final Require published catalog activation failed. The same global gate already failed for18 candidates at #118/main run40472287812 before this patch. This scoped PR resolves Collective15 only;17 unrelated candidates remain pending, and full-cohort activation-check is not claimed green. The original Host intake owner explicitly holds no prior cohort writer, so this is not waiting for a fictitious release window or taking over other package activations.
