Expose the published Collective 0.1.0-alpha.22 through normal Host discovery. The only change is the 17-line release entry copied from the approved candidate in #167; all prior identities, other plugins and source files are unchanged.

The registry archive was downloaded and verified: 4,609,279 bytes, SHA256 e06d9b13ae4c8841cfc6edb4ae5a8c45e8dcabe3c6ef6d75a4b6868ac57421ba, SHA1 e5bd4cd216a4416658d432b90c0cbcf46b12730a, and the exact candidate SRI. Main run 40954713066 successfully published Collective; its final failure is the expected catalog-activation check, which this PR resolves for this plugin. No republishing is needed.

Validation: pinned Node 24.18.0/npm 11.16.0 pnpm gate:ci passed all 37 steps in 753 seconds; pnpm catalog:activation-check:plugin -- official.collective-connector and git diff --check passed. A structured before/after comparison proves that only the new Collective row was added. The package and its exact retained Client were independently approved under #167; this PR adds only discovery metadata.

Risk: behavior changes the offered install version; no data/schema, credential, wire-contract or source change. The catalog update is reversible in one commit and references an already immutable published package. The original cloud Service is already on these verified bytes with the same instance and all 20 old data files unchanged. Host plugin installation and complete live consumer verification remain with Task485 after catalog activation; this does not authorize a runtime restart or claim full two-Human acceptance.

Accepted-Revision: 0001793296173930-000133-e5c16e2f

Why: Let normal Host installs select the verified slow-network and Windows repair package after immutable npm publication, while preserving every existing release identity.
