Summary

修复 lingshu #1132（#1107 的授权面反转子面）：load_service 对 grant 的 capabilities/instances 直接 frozenset(...)——字符串被拆成逐字符集合（frozenset("instance-1") = {'i','n','s',...}）：真正被指派的 instance-1 被拒、单字符反而通过 capabilities 检查。修法（PR #1132 净增量原样）：_grant_names 保守卡——名单必须是非空字符串的 JSON 数组，否则启动即 WriteError。

镜像说明：净增量来自 PR #1132（@STARDUSTLC666，守卫原样）。其分支基线早于 #1138/#1143/#1146 直接合并会回退已合工作（净 diff -998 行），故摘 structure 面净增量重放至最新 main。

Tests

• 守卫 tests/test_structure_grant_arrays.py（13 条，来自 fix(core): 服务启动时拒绝会拆分授权的字符串名单 #1132 原样）—— 13 passed（镜像分支）。
• 基线（合并前 main 3552ec3）同文件：10 failed / 3 passed——10 红恰为授权面契约 ⇒ 鉴别力。
• 定点变异自证：grant 校验还原 frozenset 直拆 ⇒ 10 红后恢复。
• 邻接回归：test_structure_writer / test_issue712 / test_structure_read_deadline（fix(core): 结构写服务整帧读取共享超时预算（lingshu #1139，镜像 #1140 净增量） #1146 读超时预算保持）⇒ 19 passed。
• manifest：structure_service.py 不在登记面，tools/verify_manifest.py --strict 64/64，exit 0。
