Implements Step 5 only: all seven weighted rows, complete regular bending/area/volume candidate algebra, sample and face observables, canonical 12x9 occurrence forces, structured failure diagnostics, production-bound CPU oracle, and RTX evidence. Scatter, vertex writes, Mesh publication, and production routing remain excluded. Verification: 31 focused C++ tests; 77 CUDA Python tests; 202 broad C++ tests excluding the known pre-existing scaffold baseline failure; native RTX 4050 PASS across 240 transactions with 3.1086244689504383e-15 membrane maximum error and bitwise repeatability.
