[None][infra] Keep CPU test pods off ipp6/ipp9 DC and clean old node blocklists - #21098
This PR changes which builder nodes the K8s pod templates can use. It does two things.
1. Keep CPU test pods off the ipp6/ipp9 builders
CPU test pods (CPU-Generic-x86-1, CPU-Generic-arm-1) mount the model scratch NFS 10.117.145.14:/vol/scratch1/scratch.michaeln_blossom. The builders in the ipp6 and ipp9 DCs (node label region=ipp6 / region=ipp9) are not in the export list of this volume. Blossom SRE says IT will not export the volume to these DCs, because the traffic would go over the WAN.
When a CPU test pod lands on one of these nodes, the NFS mount never finishes. The pod stays in ContainerCreating until the agent launch timeout (1000s), and then Jenkins creates a new pod. Each time, the stage waits about 17 minutes for nothing.
Data from the last 7 days (Prometheus, kube-state-metrics, up to 2026-10-27):
Nodes
Pods
Result
ipp9 builders
55 CPU test pods
none started, each stuck about 1080s in ContainerCreating
ipp6 builders
8 CPU test pods
none started
ipp6/ipp9 builders
about 3,600 build, Slurm and agent pods (they do not mount the model scratch)
all started
other x86 builders (ipp2, ipp4, k8w)
316 CPU test pods
all started
This PR adds one node affinity rule, only for the cpu pod type in L0_Test.groovy: region NotIn [ipp6, ipp9]. NotIn also matches nodes that do not have the label, so builders without a region label are not affected.
Build, Slurm and agent pods do not mount the model scratch, so they can still use the ipp6/ipp9 builders. GPU test pods also do not change.
For CPU test pods, these nodes give no real capacity today. In the last 7 days, CPU-Generic-x86-1 and CPU-Generic-arm-1 never ran on any of them (stage records in OpenSearch). About 210 x86 builders (ipp4, ipp2, k8w) are left for CPU test pods.
The arm64 builders sc-ipp-blossom-prod-k8arm-01..05 had the same problem. IT added them to the export list on 2026-10-27, so they are not excluded. A probe pod on each k8arm node can mount and read the volume now, and CPU test pods on k8arm have started normally since about 09:56 UTC on 2026-10-27.
2. Remove old hostname blocklists
The pod templates also kept some nodes away with hard-coded hostnames. These rules reduce capacity, and the problems they were added for do not show up any more.
To check these nodes, I ran a probe job that starts pods pinned to each node and measures: how long the Jenkins agent takes to come online, 20 rounds of DNS lookups for 10 hosts (Jenkins, urm, artifactory, gitlab, github, pypi), 10 rounds of HTTP requests to 6 URLs, 10 downloads of CPM.cmake from github.com with an md5 check, and a 352MB pip download through urm. It ran in two modes: in the pod (3 pods per node), and in a container under DIND with the same image and dind-mtu start as the docker image build pod (2 pods per node). Results on 2026-10-28:

In DIND mode, dind-mtu validate passed on every node, and the docker0 MTU matched the pod MTU (1450, or 1410 on some rl300 nodes). Out of about 1,300 HTTP requests per mode, 3 failed, all to pypi.org directly (CI uses urm), one of them on a control node. rl300-0011 is cordoned, so it was not tested.
Test Coverage
Rendered createKubernetesPodConfig() from L0_Test.groovy, Build.groovy and BuildDockerImage.groovy locally with Groovy, on amd64 and arm64, and parsed the YAML. Only the L0_Testcpu pods get the region rule. No pod has a hostname rule any more. The other rules do not change.
The retry logic that excludes the previous host node (trtllm_utils.withKubernetesHostNodeExclusion) inserts its rule before the tensorrt/taints line. This line does not change, so the retry logic still works.
Network probes on the nodes above, in the pod and under DIND (results above).
To do: run /bot run --stage-list "CPU-Generic-x86-1,CPU-Generic-arm-1" and check that the pods do not land on ipp6/ipp9 nodes. The arm64 wheel build only runs in the docker image build (post-merge), so check one arm64 wheel build after merge.

L0_Test.groovy adds a region affinity rule that excludes ipp6 and ipp9 for CPU test pods because those regions cannot access the model scratch NFS. The Jenkins templates remove older hostname restrictions, including the arm64 wheel-build host list. Verify eligible builders have the required NFS access and that removing the hostname restrictions does not cause scheduling issues.

CPU test pods mount the model scratch NFS 10.117.145.14. The builders in
the ipp6/ipp9 DCs and the sc-ipp-blossom-prod-k8arm-* builders are not in

Remove the node rules that were added for network problems that no
longer show up:
- rl300-0021 was kept off arm64 build and test pods (L0_Test, Build,
BuildDockerImage) after pod DNS/JNLP failures.
- sc-ipp-blossom-prod-k8w-105/114/115/121/123/124 were kept off amd64
docker image build pods because of unstable network access.
- arm64 wheel builds in BuildDockerImage were limited to a hostname list
because of a ucxx build problem. Three names in the list no longer
match any node. The ucxx downloads now go through the GitHub mirror.
A network probe on these nodes (agent launch, DNS, HTTP, github.com
download, pip download) shows no difference from other builders.

Summary
Build pod hostname affinity jenkins/Build.groovy, jenkins/BuildDockerImage.groovy
The build pod configuration removes the arm64 hostname exclusion. Docker image pod configuration removes hostname affinity rules for ARM64 wheel builds, other ARM64 builds, and amd64 builds.
CPU test region affinity jenkins/L0_Test.groovy
CPU test pods exclude nodes in regions ipp6 and ipp9. Other pod types do not receive this region exclusion.
Arm64 build pods may fail to start reliably on the newly eligible host; restore the exclusion or verify the underlying DNS/JNLP failure is fixed before merging.

Keep the rl300-0021 arm64 exclusion until its DNS/JNLP failures are shown fixed.
The removed block was a documented workaround for repeated pod DNS/JNLP failures on this node. Removing it lets arm64 build pods schedule there again. The PR does not show that the failure mode is resolved.
