Add two top-level system meta folders for work on Edges itself, not personal knowledge notes.
evaluation/— 评测整套 Edges（skills、记忆循环、note→edge、Agent 对着本仓库的行为）。起步布局：cases/、reports/。observation/— 观测运行与使用（脱敏 run log、指标与仪表盘笔记、「野外看到了什么」）。起步布局：logs/、metrics/。不替代.memory决策。Both READMEs spell out purpose, what belongs / does not belong, and how they relate to
