A read-only skill that surveys the system the assistant runs in (services and their LLM calls, the gateway already in between, deployment, data stores, secrets, observability, GPUs, a running Keystone) and reports where Keystone goes, the smallest path per service, what it brings and costs there, and the ordered plan with the skill for each step.
