The Wix npm gateway returns 403 for follow-redirects@1.16.2, so npm ci fails in every CI job. Restores the lockfile to 1.16.1. Keeps the SHA-pinned actions from #359. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Goal
Unblock CI: every job fails at `npm ci` with `E403` on `follow-redirects-1.16.2.tgz` (Wix npm gateway blocks it). Failed run
Change
Reverts only the `package-lock.json` part of #359 (follow-redirects 1.16.2 → 1.16.1). The SHA-pinned actions in `check-wix-proxy.yml` stay.
Note
1.16.1 has advisory GHSA-mrwp-f3q8-3g9p, so the Security Audit check will fail again until the gateway serves 1.16.2.
