fix: remove catalog delete-by-type command

Summary

• Removes the catalog delete-by-type CLI command, which allowed bulk-deleting all entities of a given type
• Removes the corresponding test file and test data fixtures
• Motivated by a customer incident where this command was used accidentally to delete all their entities

Test plan

• Verify cortex catalog delete-by-type is no longer available as a subcommand
• Run just test-all to confirm no regressions

Notes

The test_perf_rate_limiting.py test calls the underlying API directly (not via the CLI command) for cleanup — that is intentional internal test infrastructure and is unaffected by this change.

The next version will be 1.46.2 (patch bump from the fix: commit prefix).
