fleet coord: launch the GPU hosts with an instant EC2 Fleet, spot then on demand in one pass - #1282
Part of #1257 (GPU wall wake latency). The coordinator launches and terminates the GPU hosts itself instead of setting an Auto Scaling group's desired capacity: spot first, and on demand in the same pass when spot is refused for capacity, at most 8 on-demand hosts across the fleet.
Based on main after #1263, whose Auto Scaling fallback this replaces. Needs ejc3/aws#676 (task environment, IAM, EC2 Fleet's service-linked role, the host groups removed); the order is in "Deploy" below.
Why: what Auto Scaling cost on staging
CloudTrail for the staging host group (us-east-1, 2026-10-24 and 25), coordinator SetDesiredCapacity 1 to Auto Scaling's first CreateFleet:
wake (UTC)
raise to first CreateFleet
then
10-24 21:44:41
11 s
12 refused spot calls over 13 min, one AZ per call, no host
10-25 05:23:19
7 s
host at the second call (+18 s)
10-25 11:11:33
13 s
host (LaunchTime the same second as the call)
10-25 12:58:24
10 s
host
10-25 13:18:27
11 s
5 refused calls, host at 13:21:37 (+3 min 10 s)
10-25 15:22:34
11 s
refused spot, still retrying at 15:24
Auto Scaling asks one AZ per CreateFleet call and spaces its retries 10 s, then 60 s, then 2 and 4 minutes. It never moves capacity to the on-demand group itself (#1263 did that from the failed activity, about 12 s into a wake at best).
What changed
src/fleet/coord/scale.rs is now src/fleet/coord/hosts.rs. A host region short of --awake-capacity pending or running hosts sends one CreateFleet (type instant) over every --host-template and --host-subnet of the region, spot, price-capacity-optimized. When the answer refuses spot for capacity (UnfulfillableCapacity, InsufficientInstanceCapacity, MaxSpotInstanceCountExceeded, VcpuLimitExceeded, ...), the same pass asks for the rest on demand, while the fleet runs fewer than --host-on-demand-max on-demand hosts in all regions together (default 8, clap refuses more than 8). The on-demand hosts are counted only when every region could be listed; otherwise no region falls back until it can. A region still short asks again after 10 s, spot first.
Hosts are tagged Purpose=fcvm-fleet-host, Fleet=<--fleet-name>, Market=spot|on-demand and found by those tags (DescribeInstances, every 2 s while hosts come up or go away, every 15 s while they run), so a restarted coordinator keeps the hosts it finds. Asleep, every host is terminated. Awake, a stopped host or one over the awake capacity (on-demand first) is terminated, and a reclaimed host is replaced. An instance a launch named counts as pending until a list names it (at most 60 s), so a list lagging behind CreateFleet does not launch twice. A launch whose answer is lost stays counted against the on-demand cap; a region still short asks it again with the same client token before launching anything new, and a region that reaches its capacity drops it.
Logs: wake: host launch accepted (market, request_ms: the CreateFleet round trip), wake: host running (request_to_running_ms), spot launch refused; launching on demand now (with EC2's refusal), wake: host capacity in service (path, since_wake_ms).
--scale-group, --on-demand-group and --spot-wait are gone; --host-template, --host-subnet and --host-on-demand-max also read FLEET_HOST_TEMPLATES, FLEET_HOST_SUBNETS and FLEET_HOST_ON_DEMAND_MAX.
fleet/PROTOCOL.md, docs/fleet/ARCHITECTURE.md and fleet_core's doc comments describe the launcher.
Deploy
An image from before this PR refuses --host-template and an image with it refuses --scale-group, so the hosts reach the coordinator through its environment, which the older image ignores. ejc3/aws#676 sets the environment, replaces the group flags with --sleep-when-idle (both images take it), adds the IAM and removes the groups. Apply it, then merge this PR: CI's release of this image picks the hosts up from the environment with no further apply. Between the two, the running image sleeps and wakes the fleet but launches no GPU host.
Tests
make test-unit FILTER="-E 'binary(test_fleet_coord) | (package(fcvm) & kind(lib) & test(/fleet::coord/))'": 100 tests run, 100 passed (after main's merge). make lint: advisories, bans, licenses and sources ok.
New tests with the fake EC2 driver (FakeHosts) and a fake EC2 query API:
previous parser: a running spot host listed with its fields before <instanceId> read as on demand with no state
hosts::tests::*
CreateFleet parameters and answers (the answer shape staging's CloudTrail shows), DescribeInstances markets, excess order, the pending grace
Measured, and not yet measured
RunInstances for the same AMIs from the fleet account (g4dn.xlarge spot, us-east-1a, five launches this session): request to instance id 2.24 to 2.41 s, request to LaunchTime about 1.3 to 1.8 s. That is the cost this path pays in place of Auto Scaling's 7 to 13 s reaction.
…n on demand in one pass
Auto Scaling took 7 to 13 s after each SetDesiredCapacity to make its first CreateFleet call
(CloudTrail, six staging wakes on 2026-10-24 and 25), asked one AZ per call with retries 10 s
to 4 minutes apart, and never moved a short spot group to on demand itself.
- src/fleet/coord/scale.rs becomes hosts.rs. A host region short of --awake-capacity
pending or running hosts sends one CreateFleet (type instant) over every --host-template
and --host-subnet of the region, spot, price-capacity-optimized. A spot refusal for
capacity (UnfulfillableCapacity, InsufficientInstanceCapacity,
MaxSpotInstanceCountExceeded, VcpuLimitExceeded, ...) is followed in the same pass by an
on-demand request for the rest, while the fleet runs fewer than --host-on-demand-max
on-demand hosts across all regions (default 8, at most 8). The on-demand count needs
every region listed; until then no region falls back. A region still short asks again
after 10 s, spot first.
- Hosts are tagged Purpose=fcvm-fleet-host, Fleet=<--fleet-name>, Market and found by tag
(DescribeInstances every 2 s while hosts come up or go away, every 15 s while they run):
a restarted coordinator keeps them. Asleep, every host is terminated; awake, stopped
hosts and hosts over the capacity (on-demand first) are terminated and a reclaimed host
is replaced. A launched instance counts as pending until a list names it (60 s at most).
- Logs: wake: host launch accepted (request_ms), wake: host running
(request_to_running_ms), spot launch refused; launching on demand now, wake: host
capacity in service (path, since_wake_ms).
- CLI: --scale-group, --on-demand-group and --spot-wait removed; --host-template,
--host-subnet and --host-on-demand-max added, also read from FLEET_HOST_TEMPLATES,
FLEET_HOST_SUBNETS and FLEET_HOST_ON_DEMAND_MAX so a task definition can carry them
before and after this image.
- Tests: the Auto Scaling tests in tests/test_fleet_coord.rs are replaced by tests over the
in-memory FakeHosts driver and a fake EC2 query API for AwsHosts; hosts::tests cover the
CreateFleet parameters and answer, DescribeInstances markets and the excess order.
- fleet/PROTOCOL.md, docs/fleet/ARCHITECTURE.md and fleet_core doc comments updated.
Red without the change each guards (one revert at a time):
- on-demand step removed from the pass: a_refused_spot_launch_launches_on_demand_in_the_same_pass
fails, calls show spot asked again and never on demand
- cap check removed: on_demand_hosts_stay_within_the_cap_across_regions fails, both regions
launch on demand
- uncounted region taken as 0: an_uncounted_region_holds_back_the_on_demand_fallback fails
Tested: make test-unit FILTER="-E 'binary(test_fleet_coord) | (package(fcvm) & kind(lib) &
test(/fleet::coord/))'" 66 passed; make lint ok.

Walkthrough
The coordinator now launches and manages GPU hosts directly through EC2 Fleet. Regional templates and subnets configure launches. The coordinator tracks host lifecycle, launches spot capacity before eligible on-demand fallback, and terminates hosts when the fleet sleeps.
Host configuration replaces the scale-group contract. CLI options configure regional templates and subnets, with a global on-demand limit from 0 to 8. Coordinator startup uses the host manager; protocol and state descriptions refer to coordinator-managed hosts and EC2 lifecycle states.
Host lifecycle and fallback orchestration src/fleet/coord/hosts.rs, tests/test_fleet_coord.rs
The coordinator reconciles regional host capacity, terminates hosts while asleep, and replaces lost hosts. Spot capacity refusals can trigger same-pass on-demand launches within the fleet-wide cap. Tests cover retries, listing gaps, restart discovery, and lifecycle changes.
EC2 Fleet driver and launch validation src/fleet/coord/hosts.rs, tests/test_fleet_coord.rs, docs/fleet/ARCHITECTURE.md
The AWS driver sends instant EC2 Fleet requests across configured templates and subnets, parses responses, and discovers or terminates tagged instances. Tests validate request construction, parsing, and host discovery. Architecture documentation describes coordinator-issued Fleet requests.
ejc3/fcvm#1146 — This PR replaces the Auto Scaling coordinator and group options introduced by that PR.
ejc3/fcvm#1215 — Both PRs implement spot-to-on-demand fallback for GPU host capacity; this PR uses EC2 Fleet and a fleet-wide cap.
Merge Risk: Low · up to c8426
The change replaces Auto Scaling groups with direct EC2 Fleet launches. The earlier problem of stale launch tokens double-counting on-demand hosts is fixed. One narrow issue remains. If the fleet goes to sleep right after a launch whose reply was lost, that GPU host can keep running for up to about 5 minutes before it is found and terminated. This is bounded and self-correcting, so the PR is mergeable with owner awareness.

…host a later list omits
Review of #1282:
- A CreateFleet whose answer is lost (EC2 launched, no reply) was retried with a new client
token, so a second host could start before a list named the first. The token and count
of a launch with no answer are kept per region and market and the retry sends them again,
so EC2 answers with what it launched. HostDriver::launch takes the token.
- An instance a list named once and the next list left out was dropped from the recent
launches and launched again. The 60 s grace now holds whenever the list does not name the
instance, whether or not an earlier list did.
FakeHosts gains idempotency by token, ambiguous launches and per-instance visibility.
Red without each fix: a_launch_whose_answer_is_lost_is_asked_again_with_its_token (2
instances launched for one shortfall); a_host_a_later_list_leaves_out_is_not_launched_again

…l its retry answers
Review of #1282: an on-demand CreateFleet whose answer is lost kept its token but reserved
nothing, so with a cap of 1 and spot refused in two regions the second region launched on
demand in the same pass, and both hosts stayed once listed. A lost on-demand launch's count
now stays in the fleet's on-demand total until a retry with its token answers; the retry
itself is not held back by its own reservation. FakeHosts makes only a launch that launched
something ambiguous.
Red without it: a_lost_on_demand_launch_holds_its_place_under_the_cap (2 on-demand instances
with a cap of 1).
Tested: make test-unit FILTER="-E 'binary(test_fleet_coord) | (package(fcvm) & kind(lib) &

… them once a region is full
Review of #1282 (three findings on the lost-launch handling, one class):
- A lost launch's token was retried only inside the shortfall launch, so once its host was
listed (region full) the token and its on-demand reservation stayed for the whole wake,
and a later shortfall reused the stale token.
- A retried token that answered with instances the list already showed was counted against
the shortfall: short - launched underflowed, and with overflow checks off the on-demand
request asked for the whole cap (8 hosts for one missing).
Now a region at its awake capacity drops its lost launches and their reservation (a host
one of them did launch is listed, and terminated as excess if over). A short region first
asks each lost launch again with its token and count (reconcile), follows the instances
the list does not show yet as pending, and only then launches what is still short with a
new token. A lost retry blocks new launches in that region until the next poll.
Red against the previous head (0592a0e):
- a_lost_partial_launch_counts_its_listed_hosts_once: (spot, on-demand) = (2, 8), expected (2, 1)
- a_lost_launch_whose_host_is_listed_releases_its_reservation: us-east-2 never got its
on-demand host under a cap of 2
Tested: make test-unit FILTER="-E 'binary(test_fleet_coord) | (package(fcvm) & kind(lib) &
test(/fleet::coord/))'" 77 passed; make clippy ok.

… by item
parse_hosts started an instance at each <instanceId>, so a state or market EC2 put before the
id (it does not promise an element order) went to the instance listed before it: a running
spot host read as on demand with no state, which the launcher counts as not live (and
launches again) and against the on-demand cap. It now reads each top-level <item> of
instancesSet as one instance, and parse_create_fleet reads errorSet the same way, through
aws::set_items. The helper is the one #1273 adds, character for character, so the two merge
without a conflict.

Retain the launch visibility grace after a host is first listed as running, while honoring explicit terminal states and reporting the running transition once.
The regression failed twice before the fix with three launches instead of one. All 101 focused coordinator tests pass with the fix.
RED-VERIFIED: a_running_host_a_later_list_leaves_out_is_not_launched_again failed twice before the fix (three launches instead of one). Commit 2d1012af7c489fe39aa18ed198898c9890060b8c retains launch visibility protection after the first running observation, honors explicit terminal states, and logs the running transition once.
Validation: all 101 focused coordinator tests passed, including this regression and the existing terminal-host replacement test. cargo fmt --all --check and git diff --check passed.

Fixed the full-region lost-response path: recover the idempotent reply and retain its listed live hosts through the visibility grace, while counting only unlisted hosts toward capacity. The regression reproduced two physical launches before the fix; all 102 coordinator tests pass. Also fixed the raw Secrets Manager PutSecretValue request to supply its caller-generated UUID token; the missing-token regression reproduced the live certificate-save failure. Both fixes passed independent code/security review; combined tests are running.

Updated against current main and deduplicated the certificate fix, which has now landed separately in #1322. The host visibility/recovery changes remain intact. The prior combined tree passed 103 focused tests; CI and review are requested again for this integrated head.

Security: Require verified viewers before on-demand fallback
When --host-template is enabled and /live is publicly reachable, require an authenticated viewer before enabling this fallback. A socket is recorded as ViewerJoined before Turnstile verification, and requests without Origin are accepted, so an unauthenticated script can wake an asleep fleet. If spot is unavailable, the new default of 8 immediately launches on-demand GPU hosts; holding the socket open prevents idle shutdown. The cap bounds concurrency but not duration or cost, and the old path required an explicit --on-demand-group. Default this to 0 or gate waking/fallback on verified viewers.
