Add Capsuleers.Intel to community tools

Adds docs/community/capsuleers-intel/ — a cross-platform desktop intel tool for Windows and Linux. Paste your Local roster or a D-Scan and it reports who is in system, how dangerous they are, and what the hostile fleet is flying.

Listed as a service: an end user installs it and uses it directly.

Against the listing requirements:

1. EVE related — Local and D-Scan intel, per-pilot killboard dossiers, ship-class composition from the SDE.
2. Developer License — unofficial, non-commercial, free. Static game data is used under the EVE Online Developer License Agreement; the trademark and non-endorsement notice is carried in the repository. Source is MIT.
3. Public — public GitHub repository with public installers on Releases.
4. Production ready — packaged installers for Windows (NSIS) and Linux (AppImage), with in-app auto-update.
5. Public for at least three months — first public release 2026-06-03.
6. Actively maintained — most recent release 2026-09-16.
