swift-actions/setup-swift@v3 (#57) fails on Linux while verifying the toolchain signature with gpg. Run the Linux job in swift:<version> images instead, like the Cross-Compile jobs, so Linux CI no longer depends on setup-swift. Install python3 for check-inlinable.sh if the image lacks it.
