feat(storage): give each plugin a file store for the workspace it serves - #301
A plugin can take a file store for the workspace it serves, through an optional UseFileStore. It saves, opens and deletes files. Another workspace or another plugin never reaches a file, even with its id.
Files live in PostgreSQL by default, in a new storage schema, or in an S3 compatible bucket set through the new ALPHONE_STORAGE_* settings. A save streams into the store. A file over ALPHONE_STORAGE_MAX_BYTES, 25 MiB by default, is refused and nothing is stored.
With PostgreSQL, uploads that never finished are deleted on a timer. serve checks at start that it can reach the files.
sdk.ServeDownload serves a stored file as a safe download. The WhatsApp plugin now serves its media through it, and its media stay in its own table.
The lint keeps plugins off the storage drivers and the S3 client.
The docs gain a files page for plugin authors, the new settings, where files can live, and how to back them up.
Why
A plugin that needs to keep files, such as the attachments of a mail, had nowhere to put them.

Summary by CodeRabbit
New Features
Plugins can save, open, and delete files, with files isolated by plugin and workspace.
File storage supports PostgreSQL by default or configurable S3-compatible storage, with configurable file-size limits.
File downloads support range requests and conditional requests, with safer response headers and appropriate inline or attachment display.
Incomplete PostgreSQL uploads are cleaned up automatically, with configurable cleanup and sweep settings.
Storage tables are created through database migrations, and S3 bucket access is checked at startup.
Documentation
Added guidance on file storage configuration, plugin file handling, and backup requirements for each storage option.

Walkthrough
The PR adds plugin file storage with PostgreSQL and S3 backends, configuration and server lifecycle integration, and workspace- and plugin-scoped file operations. It also adds a shared download helper and updates the WhatsApp plugin to use it.

[Medium impact] No blocking findings remain in this review. The outstanding S3 test-coverage gap is non-blocking and does not make the changes unsafe to merge.
### Issue 1
internal/storage/files_test.go:153-156
The new S3 tests check client settings and startup errors, but never save, open, or delete a file through S3. The successful file-operation tests use memory or PostgreSQL instead. The existing storage and application tests pass while executing none of the S3 driver's write, read, or delete methods, so regressions in S3 uploads, missing-file handling, or cleanup can pass unnoticed.
This is a non-blocking test-coverage gap. Add S3 tests for a save/open/delete round trip, a missing file, and failed or oversized uploads, including cleanup assertions.

For each issue above, determine whether it is valid and should be fixed. If so, fix it directly.
Summary
Adds workspace-specific file stores for plugins, backed by PostgreSQL or S3.
Plugins can save workspace-scoped files through their own SDK store.
AlphOne stores plugin files in PostgreSQL or S3 and clears unfinished uploads.
WhatsApp media downloads use a shared response with range support and safer headers.

Correct the SHA256 docblock. It says hex, but the WhatsApp caller passes base64.
The Download.SHA256 docblock says the value is the hex SHA-256. The WhatsApp handler passes media.SHA256 unchanged. The WhatsApp tests seed that value as base64: shaOf in plugins/whatsapp/fetcher_internal_test.go uses base64.StdEncoding, and one test uses "c2hh".
ServeDownload does not check the encoding and puts the value inside the ETag quotes. Behavior is correct today. The documented contract is wrong for the first caller. A plugin author who reads it may reject or convert valid values.
Describe the value by its role instead of its encoding.

S3 file operations go untested

The executed Python source contains the exact test commands, coverage queries, and source-audit commands, making the validation reproducible without production changes.
Ran the same coverage-enabled package command against the base revision and captured the missing storage package error, establishing that the package did not exist before this PR.
Executed all five relevant S3-related storage tests without short mode, confirming their passing configuration and startup checks are not artifacts of database-test skipping.
Captured repository test references, numbered source excerpts, and a clean tracked-file diff, showing that file-operation coverage uses other backends and production source remained unchanged.

Remove “under the lock” from this docblock. Keep the locking behavior in the implementation. As per path instructions, a docblock “states WHAT that thing does and never how or why.”

Do not cache protected downloads for one year without revalidation.
The WhatsApp media route requires the whatsapp:read capability. However, private still permits a browser to retain and reuse the response after logout or capability revocation. Use private, no-store, or require revalidation if retaining a local copy is acceptable.
