Why
A decided PR (approved on GitHub or via the board) still showed under "open work" whenever it carried an unseen agent update — and post-decision confirmations ("Approved + comments: …") are never opened, so those rows stuck forever.
What
Drop the unseen-update override from the open-work filter. A decided row now leaves "open work" at once; its updates stay reachable through the ⟲ updates chip and the decided filter, and the toolbar count still shows them.
Verified with the CI script-extraction + node --check.
