Fixes #496

Adds hive-docs-refresh.yml: a daily (17 6 * * *) + workflow_dispatch job modelled on meeting-recordings-refresh.yml that runs npm run sync-hive-docs && npm run sync-sibling-docs and, when docs/content/ changes, opens/updates a single signed PR on bot/hive-docs-refresh with GITHUB_TOKEN, then dispatches the required checks on that branch. All actions pinned by SHA; actionlint clean.
