Clear/set EXT_RGMII_OOB_CTRL OOB_DISABLE and restore leftover so the unused EXT-block bit is fail-closed without DMA, EL0, loopback, or UMAC/RBUF/TBUF/HFB/MIB/SYS-flush writes.
