Publish mixed standard-cell/SRAM conventions, supported global derates, extracted driving-cell waveforms and bounded parallel RC preparation. Commit results/errors in topological order and include the added per-node state in the memory estimate. Pin the published shared foundation and refresh source documentation.

Validation: 415 regular workspace tests passed (19 ignored); formatting, all-feature Clippy, rustdoc, layout, shared-file integrity and fixtures passed. Coverage is 597 requirements with zero gaps. Strict standalone/unified documentation and rendered links passed. Retained dual-PDK/OpenSTA and complete-flow receipts keep their original executable identities; no new whole-flow run is claimed.

Shared SDC/connectivity contracts are synchronized across consumers. CI fetches the full locked platform dependency inventory before strict offline metadata checks.
