Fixes INF-355

Lets a PR without a Linear key pass linked-issue if its body has a No-Issue: <reason> line.

A pull request without a Linear key now passes when its body has a
"No-Issue: <reason>" line. The check shows the reason as a notice.

Walkthrough

The linked-issue script extracts a reason from a No-Issue: line. When a pull request has no Linear key, the workflow accepts a body reason and reports it as a notice; otherwise, it fails with updated guidance.

Changes: Linked-Issue Check

Layer / File(s) Summary
Reason parsing and validation
.github/scripts/linked-issue.js, .github/scripts/linked-issue.test.js
The script exports noIssueReason to extract a nonempty reason from a No-Issue: line. Tests cover valid reasons and inputs that return null.
Workflow handling and guidance
.github/workflows/linked-issue.yml, README.md
When no Linear key is found, the workflow posts a notice if the body has a reason. Otherwise, it fails with updated guidance. The README documents the option.

PR templates often hold hints in HTML comments, which do not render. A
No-Issue line inside one, including a multiline or unclosed comment, no
longer passes the linked-issue check.

Preserve line breaks when removing HTML comments.

For No-Issue: <!--\nhint\n-->## Tests, replace joins the first and last lines. noIssueReason then returns ## Tests, although the No-Issue: line has no reason. A PR template with this shape can pass the required check without an explanation. Preserve comment line breaks before applying NO_ISSUE. (raw.githubusercontent.com)
