Adds polymorfa template submit <template> --project-slug <slug> --session <number> --yes, which submits a saved project template for Meta approval with templates:manage. It makes one attempt (maxNetworkRetries: 0, matching the SDK's forced single attempt), requires --yes, and reports that an accepted submission is not approval.

Uses MessagingClient.templates.submit from @polymorfa/sdk 0.1.0-dev.20261001124422 (pinned on CLI dev by #41; published from SDK dev after polymorfa/sdks #313). API PR #377 (merged, API dev 29abb7b) rejects invalid drafts with 400 before dispatch.

• API: unaffected; #377 merged.
• SDKs: consumes the published prerelease.
• CLI: new command, topic help, README section, tests.
• Docs: CLI README. Public Mintlify unchanged (beta-gated Official API).
• Feature releases: no access change; server gates apply.

Verification (head 614ffb1): typecheck, lint, prettier, build, prod audit (0), cloud and release tests (21) pass.
