1.3.0: features requested by DiBa #104
Description
Features that DiBa considers necessary for the 1.3.0 LTR release. Part of the release plan #128.

- Legend title — The legend and the working layers panel show the layer title from GetCapabilities. They should show the layer name from the layer tree. Title of the legend sitmun-viewer-app#143
- Static legend image — Let the admin choose how a layer's legend is obtained: static link, GetLegendGraphic, or GetCapabilities. Show the legend image chosen in the admin app instead of the service's own legend sitmun-viewer-app#183
- Template name and MIA tab title — Give templates an internal name in the admin app, separate from the title shown on the MIA tab (for example, to organise them with prefixes). Separate internal name and MIA tab title for templates sitmun-viewer-app#211
- Share links — Share links for applications with restricted access do not open correctly because access is not resolved from the token. Related share token problems:

- Test query definitions — A button in the query task to check that the query works, without going through a template. Test a query from its task form and see the results in a table sitmun-admin-app#503
- Tree node translations not saved — Changes to the translations of tree nodes are not detected, so they are not saved. The translations of the tree are not being saved. sitmun-admin-app#504
- MIA parameter mapping with a query child task — When mapping MIA parameters to a query child task, the list offers the parameter labels instead of their names. Mapping parameters in the MIA task using a query task as child task sitmun-admin-app#506
- Services health dashboard on Oracle — The dashboard returns a 500 error on Oracle, caused by how JDBC handles

Abstract: The services health dashboard of admin app does not work properly when using an Oracle Database.
A 500 error is showed in the browser’s development tools. Using a debbuging mode the error is related to the JDBC and the way that OffsetDateTime and LocalDateTime are interpreted
