ci: check that a breaking change carries its release notes - #3432
A pull request labelled breaking change now carries its release notes as changes/breaking/<PR number>.md.
New Breaking Change Notes check (scripts/breaking_notes.py check). It fails when the title has a conventional-commit ! but no label, or the label but no !; when the label is set but the notes are missing or blank; when notes exist without the label; when the pull request adds notes under another pull request's number; or when a file in changes/breaking/ is not named <number>.md. It reruns on label and title edits.
scripts/breaking_notes.py render builds the ## ⚠️ Breaking changes release section from those files. The next pull request in this stack wires it into the release job.
CONTRIBUTING.md and the PR template describe the convention.
New tests in codebase_rag/tests/test_breaking_notes.py, written first and seen failing against a stub on their assertions, now green.
Negative tests:
a labelled pull request with no notes, or blank notes, fails;
a ! title without the label fails, scopes with /, , or . included, while a ! in the description does not count;
a labelled pull request whose title has no ! fails;
notes without the label fail;
misnamed fragments (notes.md, 7.txt, 07.md) fail;
notes a pull request adds under another number fail. This one runs the workflow step under bash against a clone as deep as the job's checkout. Editing an earlier pull request's notes still passes;
the renderer refuses any path other than changes/breaking/<number>.md;
malformed --labelled numbers and a non-list --labels-json are refused.
Each guard was mutated on its own, and the test expected to catch it went red every time.

New Features
Breaking changes are checked against the pull request title, label, and a nonempty release note. Checks update when pull request details or labels change.
Breaking change notes can be collected into a release section, with a notice when a labeled change has no note.
Documentation
Contribution guidance and the pull request checklist explain how to mark breaking changes and provide their release notes.

Walkthrough
The pull request adds validation for breaking-change titles, labels, and numbered note files. A GitHub Actions workflow runs the checker on pull-request events. A render command assembles note files into a release section.

Require the ! title marker when the breaking change label is set.
check_pull_request checks the title only when the pull request is unlabelled. A labelled pull request with a title that has no ! passes this check, although the contributor guide and the pull request template require ! for a breaking change.

Reject newly added breaking-change notes that name another pull request.
The check reads only changes/breaking/<PR number>.md. The workflow passes no changed-file list, so a pull request that adds changes/breaking/3.md while running as PR 7 passes the gate. Limit the check to files this pull request adds, and require each added file to match its own number:

python3 scripts/breaking_notes.py check --number "$PR_NUMBER" \

Severity is minor. The gate passes a wrong-numbered note that a contributor adds by mistake. This head does not run render, so no release output is affected here. The later pull request that wires render into the release job would include such a note in release output. Keep existing fragments from earlier pull requests allowed. The change applies only to files this pull request adds.

Addressed in c5067e9, alongside the inline threads:
CodeRabbit, scripts/breaking_notes.py 45-53: a labelled pull request whose title has no ! now fails.
CodeRabbit, .github/workflows/breaking-change-notes.yml 25-37: the job checks out the merge commit with its base (fetch-depth: 2) and passes the notes this pull request adds (git diff --diff-filter=A HEAD^1 HEAD -- changes/breaking/) to check --added. A note added under any number other than the pull request's own fails. Edits to earlier notes still pass. test_the_workflow_rejects_notes_added_under_another_number runs the step under bash against a clone as deep as the job's checkout.
