feat(release): publish breaking-change notes in the release body - #3433
New Prepend breaking-change notice step in version-bump.yml, run on every release. It fetches the last release tag into the shallow checkout and takes the changes/breaking/ files added since then (a --diff-filter=A diff of the two trees). From them it writes ## ⚠️ Breaking changes. A pull request labelled breaking change that added no notes is named instead (This release contains a breaking change; see #<n>.), so a breaking release is never published without the section.
"Create release" puts the section after the 🔒 Security notice and before the Highlights.
"Decide" now also outputs breaking_prs, the labelled pull requests in the range. On a security release, once the bump is settled, it reads only the labels of the remaining commits, so the list is complete without running the other lookups for them.
New tests, written first and seen failing, now green:
codebase_rag/tests/test_release_news_derivation.py: the step runs under bash against a real shallow clone of a repository with a release tag. The tests also check that the section sits between the security notice and the Highlights, and that the step runs on every release.
a file added before the last release, then edited, is not published again;
a malformed release tag fails the step before anything is fetched;
with no latest release but release tags present, which is what a failed lookup in "Decide" looks like, the step fails instead of publishing every note ever written. A repository with no tags still gets all of them;
"Decide" ignores a near-miss label (breaking changes) and a pull request number that is not a number;
past the settled point, a security release runs no release now lookup, so a failing one cannot fail the release.
Each guard was mutated on its own, and the test expected to catch it went red every time.

Summary by CodeRabbit
New Features
Release notes now include a breaking-changes section after the security notice and before highlights and generated changelog notes.
The section lists breaking-change notes added since the previous release. For a first release with no version tags, it lists all tracked breaking-change notes.
Pull requests with the exact “breaking change” label are included in the breaking-change list.
Bug Fixes
Malformed release tags, failed tag lookups, or release-tag inconsistencies prevent breaking-change notes from being generated.

Walkthrough
The release workflow collects pull request numbers with the exact breaking change label. It renders notes from breaking-change fragments and adds them to release bodies between the security notice and highlights.
The workflow sorts and deduplicates pull request numbers with the exact breaking change label and exposes them as breaking_prs. It continues collecting labels after a security release decision is settled. Tests cover exact label matching, valid numbers, and the settled security-release path.
Render and insert release notes .github/workflows/version-bump.yml, codebase_rag/tests/test_release_news_derivation.py
On release runs, the workflow renders notes from fragments added since the latest release tag, or from all tracked fragments when no version tags exist. It places the notice after the security notice and before highlights. Tests cover note selection, placement, malformed tags, and failed tag lookup.
The release workflow now collects and publishes breaking-change notes without the previously identified omission.

Explanation
The workflow changes and tests support Issue #3431. They cover breaking-note selection, release-body placement, release-tag safeguards, fallback naming, and security-release label collection. No unrelated functional change is established.
Full details: Linked Issues check
Explanation
Issue #3431 requires release-note generation and a pull-request check. The reviewed changes implement the release section, fragment selection, fallback naming, ordering, and related tests. The reviewed head does not establish the required check for missing labels, missing or empty fragments, unlabeled fragments, invalid filenames, or its tests. The pr-1 dependency does not prove that implementation is present.
Resolution
Include the pull-request check and tests in the reviewed head, or provide reviewable evidence that they are already present. The check must cover all four cases in issue #3431 point 2 and pass for a non-breaking pull request.

Collect labelled pull requests past the security-release stop.
On a security release, the loop breaks at the top of the next iteration once BREAKING is set, or once COUNTING becomes false at a bump boundary (Lines 281–284). Later commits in the range are never read, so their breaking change labels never reach BREAKING_PRS. A labelled pull request that has no note in changes/breaking/ is then not named in the release section. This conflicts with the requirement that such a pull request be named.
Keep reading labels for the full unreleased range on security releases. Do not remove the break outright. The iterations after it also run the parent-version lookup and the release now lookups, which can fail the step or change the release decision. Limit the post-break iterations to the single breaking change label read that feeds BREAKING_PRS.

Update the security-release loop around BREAKING_PRS so it continues reading
pull-request labels across the full unreleased range after the stop condition,
without running parent-version or “release now” lookups or changing the release
decision. Keep the existing break behavior for the main processing path, and
limit post-break work to collecting “breaking change” labels into BREAKING_PRS.

Fixed in 3a0d278, for CodeRabbit's outside-diff finding at version-bump.yml:377-380. On a security release, once the bump is settled, "Decide" no longer stops the scan. It reads each remaining commit's labels for breaking_prs and skips the parent-version and release now lookups.
test_a_security_release_names_every_breaking_pull_request: breaking_prs is 12 41, where it was 41.
test_a_settled_security_release_reads_only_the_labels: both commits' labels are read and no release now lookup runs. Without the labels-only branch, that lookup failed and failed the release.
