Show available core updates in the admin and update from there - #551
The admin shows core updates and updates the core from there, with WordPress's Updates screen as the model.
A new Updates row in the sidebar after Settings, for those who can update the core, with a count beside it while an update waits.
A notice above every other admin screen: "Gophenberg 0.20.1 is available! Please update now." After a failed update it says "The update to Gophenberg 0.20.1 failed to complete. Please attempt the update again now."
The Updates screen at /admin/update-core shows the running version, when the site last checked (Check again) and when it checks next, the version on offer with its release notes link, why an offer cannot be installed (PostgreSQL too old, an install that updates by hand), and the backups kept.
Update to version X asks first, then follows each step on the screen (download, unpack, verify, back up, restart), waits for the site to come back, and ends by saying it succeeded (with a reload of the admin), went back to the previous version, failed before anything changed, or has not come back yet. A version that failed its start check is offered again as Re-install version X, and a release that failed it with no way back shows how to restore the backup, even after a reload.
The words are WordPress's where WordPress has them, with WordPress's own Spanish. New strings ship as fuzzy drafts.
The update API no longer offers, or reports a failure for, a version the site already runs.
The admin moves to godmin 0.26.0, whose sidebar rows take a count, and the plugin SDK passes on Spinner, updateIcon and UPDATE_CORE.
Why
The server could already start an update and report where it stands, but nobody saw it without the command line.
Testing Instructions
Run pnpm cover in frontend/ and make e2e. The screen's every state is covered with a fake API, and the end-to-end test opens Updates from the sidebar.
On a site with an install root and an official build, under a service manager that restarts it on exit 75, sign in as an administrator while a newer version is on offer: the sidebar shows a count, the posts list shows the notice, and Updates offers the version. Press Update to version X, confirm, and follow the steps until the success notice.
Sign in as an editor: no Updates row, no count and no notice.

Walkthrough
This pull request adds a capability-gated Updates screen. Users with UPDATE_CORE can check for updates, review offers and backups, start updates, and follow progress and outcomes. It also adds update notices, backend overview filtering, SDK exports, tests, translations, and documentation.
The SDK exports UPDATE_CORE, updateIcon, and Spinner. Admin navigation adds an Updates item, and the router adds a capability-gated /update-core route. Tests and plugin SDK documentation cover these additions.
The overview removes offers at or below the running version and clears failures whose target version has been reached. Tests cover these conditions.
Update API, checks, and run state frontend/src/updates/api.ts, frontend/src/updates/CheckLines.tsx, frontend/src/updates/run.ts, frontend/src/updates/useUpdatesScreen.ts, frontend/src/updates/words.ts, frontend/src/settings/api.ts, frontend/src/test/updatesOverview.ts, frontend/src/test/updates-check.test.tsx, frontend/src/test/updates-run.test.tsx
The frontend validates update API data, submits checks and update requests, and tracks progress and terminal states. Screen state polls during updates and follows changes to the overview. Tests cover checks, progress, retries, rollback, and restart timeouts.
The screen presents update status, offers, backup information, confirmation controls, progress, and outcomes. Notices link to the Updates screen. Tests, translations, and documentation cover the interface and documented update states.

The repository rule says a comment states WHAT the declaration does, never how or why. Two docblocks state a reason instead:
Line 17 gives a reason: "since a notice does not announce itself".
Line 30 gives a reason: "read fresh so the catalogue the reader loaded answers".
Reduce each summary to what the function does.
♻️ Proposed docblock wording
- * Speaks the words of an ending once they show, since a notice does not announce itself.+ * Speaks the words of an ending once they show.
- * Returns the words of each line of the steps, read fresh so the catalogue the reader loaded answers.+ * Returns the words of each line of the steps.
As per path instructions: "Every comment sits directly above the declaration it documents and states WHAT it does, never how or why."

Update the two docblock summaries in UpdateSteps.tsx to state only what their
declarations do: describe speaking the ending’s words and returning the words of
each step line, respectively. Remove the explanatory reason clauses and keep
each docblock directly above its declaration.
These checks cover the Updates page, so exact matching would detect extra or missing text that component tests do not cover at this page path. Use the complete initial-status paragraph, including Check now..

[Medium impact] There are no blocking findings. The outstanding non-blocking issue can hide update progress when the settings request fails after an administrator starts an update.
### Issue 1
frontend/src/updates/UpdatesScreen.tsx:26-27
The page offers Update before the settings needed to follow it have loaded. When the overview arrives first, `updatesBody` renders `CoreOffer`, but `useUpdatesScreen` leaves `view` and the polling interval unset until the settings arrive. If the administrator confirms during that window and the settings request then fails, the server keeps updating while the page replaces all progress with “nothing can be updated here yet.”
Wait for both requests before enabling the update.

For each issue above, determine whether it is valid and should be fixed. If so, fix it directly.
Summary
Adds core updates to the admin:
Admins can spot core updates and open the Updates screen.
The Updates screen shows offers and follows each core update.
The update overview drops offers and failures once the running version reaches them.
Since the previous review, only announcement tests changed. They now wait for the expected text. No new issues were found.
The previously reported settings-loading issue remains: an administrator can start an update before settings arrive, and a subsequent settings error hides its progress. This is a non-blocking concern.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Do not claim the version is latest after a failed check.
If an earlier check found no offer and a later check fails, checked_at remains set while failed_at records the failure. This branch still displays “You have the latest version.” Suppress that heading while a check failure is reported.

The update runs asynchronously before /api/updates/apply reads its overview. If a retry creates its backup before that read, answered.backups.newest becomes the baseline. A later rollback does not create another backup, so the retry can remain at “Downloading” instead of reporting the rollback. Use before.backups.newest.
