Publishes the dictionary entries for the DPP steel content specification v0.0.2 (material-identity/schema#370). There are 10 signed commits, one per request, in dependency order.

Draft until triage: each request (#116–#125) must be moved to `state:accepted` before this PR can close it. The commits say "Refs", not "Closes", for now.

Successors (`replaces`), required because a published enumeration or member list cannot change:

  • `steelmakingRoute` (DRI-EAF added, OHF dropped);
  • `substancesOfConcern`, whose itemType changes;
  • `substanceEntry`;
  • `substanceName` (the IUPAC name is required by Art 7(5)(a)(i));
  • `location` (the JRC Table 10 values);
  • `concentrationRange` → `substanceConcentration` (descriptor + value + unit).

Reference-URI convention. Recorded in REVIEW.md §3, in the #116 commit:

  • Standards without an edition-specific public URI are cited as a dated URN, e.g. `urn:cen:en:10020:2000`. `urn:cen:` is not IANA-registered; it is used only as a version-stable identifier.
  • ISO standards use RFC 5141 `urn:iso:std:iso:…:ed-N`.
  • Legislation uses the OJ ELI.

Checks

  • `npm run validate -- --base origin/main`: checks 1–6 pass.
  • `npm test`: 82/82, 97.01% line coverage.
  • `npm run build`: 120 entries.

Open points for the reviewer (entries become immutable on merge)

  • ISO 14021:2026 could not be checked, so the 2016 edition is cited.
  • `castLotNumber` combines cast and lot; should it be split?
  • EN 10020 and ISO 80000-9 clause numbers are not verified, so none are cited.
  • The ESPR product categories are the JRC's representative products. The steel delegated act (indicative Q4 2026) will probably redefine them, which means a successor later.
  • The melt-and-pour legal basis is Regulation (EU) 2026/1384 Art 4(1).

Four quantities (massFraction, mass, length, carbonFootprintIntensity) and
six measurement units (percent, kilogram, tonne, metre, millimetre,
kilogramCo2eqPerTonne) that the v0.0.2 numeric data elements pin as unit
and quantityKind. percent deliberately carries no quantityKind.

REVIEW.md §3 records the reference-URI convention this batch uses: RFC 5141
URNs for ISO editions, dated urn:cen:en:<number>[-<part>]:<year> URNs for
CEN ENs without an edition-specific public URI (urn:cen: is not an
IANA-registered namespace; version-stable identifier only).

096c7d7e), substanceEntry (replaces 0edb2e42), substanceName (replaces
e847a612), location (replaces e412cabd) and substanceConcentration (replaces
concentrationRange cd239910); new substanceOtherNames/substanceOtherName,
ecNumber, casName, the location values, concentrationDescriptor with its
three values, concentrationValue, concentrationUpperLimit,
